After the repeated failures of the Shichibukai program in the past two years and the Reverie on the horizon, but recognizing the inherent value in turning those who would otherwise be enemies into tools to further solidify their control over the seas, the World Government has opted to create a new system intended to succeed it. This is the Daibukai program. This new Warlords program retains the same goals as the original: Allowing the World Government to extend some benefits, including freezing any existing bounties, to those who would join its ranks in exchange for service to the World Government.
However, that is where the similarities end. Unlike with the Shichibukai, the ranks of the Daibukai are not limited to just seven individuals at any given time - in fact, there is no such upper limit at all. In addition, the Daibukai are to be kept on a much shorter leash than the Shichibukai ever were, with expectations to cooperate with World Government agencies, submit to Cipher Pol-led inspections, and outright follow orders from higher-ranking World Government officials. Those who refuse, or are found to be abusing their stations, will be removed from the program.
Individuals may be invited to join the Daibukai program based on their perceived strength and abilities by the World Government, or they may submit themselves for consideration. But this program isn’t just for pirates - bounty hunters and civilians are encouraged to apply as well! And if a revolutionary or other anti-World Government criminals wished to hide their true intentions appropriately, it would be entirely possible for them to join as well.
