The sea has long been ruled by the Three Great Powers. Representing order that stands against the wave of piracy and criminal elements are the Marines, the World Government’s military force. Calling the strongest sea in the world their home are the Yonko, the Four Emperors - the greatest pirate crews sailing the seas. And, serving as an extension of the World Government’s might, there are the Shichibukai, the Seven Warlords of the Sea, pirates who have been granted legitimacy by the World Government so long as they come to heel when called.
In recent years, it has become increasingly apparent that one of these three branches has not been able to pull its own weight. That their members have been given too much freedom, and should have been kept on a shorter leash.
It is expected that the topic of what is to be done with the Shichibukai will come up during the upcoming Reverie, but the decision to roll out another system to at least supplement - if not outright replace - the Seven Warlords has been instated by the World Government: the Daibukai, the Great Warlords of the Sea. This group will be closely monitored by the World Government’s intelligence agency, Cipher Pol, in order to ensure that those who would seek to abuse their position are not given the opportunity… (Unless they take appropriate measures to hide their misdeeds, of course.)
Noteworthy pirates, bounty hunters, and even particularly strong civilians alike are encouraged to apply for a position among this new group of privateers setting out to tame this wild era!
Are you interested in one of your characters joining the ranks of the Daibukai? The first step is to have your character participate in threads (plots & Logs count, while Missions & Events do not) in which they have performed deeds noteworthy enough to strike fear in the hearts of their peers, to instill confidence and comfort in the populace with their very presence - to attract the attention of the World Government and convince them that your character is a name that is worthy of standing among the ranks of this new Great Power.

Character Name & Link
Quite simple - we just need you to give us the name of the character you’re applying to become a member of the Daibukai, as well as a link to their updated profile!
Epithet
When an individual becomes noteworthy enough to join the ranks of the Daibukai program, it is highly likely that they have already earned an epithet for themselves - some sort of moniker, description, or title that is often said in the same breath as or in lieu of their given name! In this section, tell us what your character’s epithet is! Or, if they don’t have one yet, this would be an excellent time to give them one… Or, if you’re really stumped for ideas, you can always ask the staff and we’ll do our best to come up with one for you to go along with the character’s rise to the ranks of this new program!
Current Bounty
As joining the Daibukai grants legitimacy to those otherwise deemed pirates or criminals by the World Government, these individuals’ bounties will become frozen, or inactive - meaning that those who would hunt them for their bounties will be sorely disappointed when they try to turn the Daibukai in. That said, a sizable bounty can be an excellent first step toward being considered as a potential Warlord, as those with higher bounties are often already particularly notorious!
This section is unlikely to apply to civilians and bounty hunters, so these characters can omit it if they wish.
Noteworthy Threads
Under this section, please provide the names and links to the graded threads in which your character performed the noteworthy displays of power and deeds that have put them into consideration for the title of Warlord! You do not need to provide links to every single graded thread the character in question has taken part in - in fact, that would only muddle things, so please only present relevant threads.
Identification & Displays of Power
When it comes to gaining notoriety in such a turbulent era, one needs two main things - to showcase their power and to be identified as the one performing these feats. Those who operate entirely from the shadows and are never linked to the outcomes of their great deeds aren’t going to inspire confidence in the general populace, even if they would otherwise be worthy candidates to join the ranks of the Daibukai.
Guidelines on Identification & Displays of Power
To be considered as a candidate for the role of Daibukai, a character must cultivate a public reputation - their joining the program should serve to reassure the people protected by the World Government of their safety in such a turbulent age. “Nobodies” and “weaklings” are, thus, unlikely to be granted admission into the ranks of the program.
In order to satisfy the Identification requirements, a character performing great deeds must actually be identified as the one performing them… Or, misidentified, in less serious situations or if it fits the character and story you’re telling with them. This identification should come from sources such as World Government civilians, the officials of different member nations, or even the ranks of organizations such as the Marines or Cipher Pol - though, so long as tales of a character’s exploits can make it back to the ears of higher ups in the World Government’s agencies, this can come from any real source.
Displays of Power is where things get a bit trickier. At its core, it is all about performing great deeds, which is simple enough. But keep in mind: The Daibukai are servants of the World Government. If a character’s great actions are all directly against the World Government’s interests, this will reflect incredibly poorly in that character’s chances at becoming a member of the Daibukai program. Beyond that, this requirement can be fulfilled in any number of ways, such as great military achievement, overwhelming displays of unique abilities, the amassing of a large number of individuals in a crew or organization, or showcasing the strength to take down noteworthy foes of the World Government. If you’re interested in joining the ranks of the Daibukai, get out there and make a splash!
A Tighter Leash
The identified greatest failing of the Shichibukai program was just how much freedom those granted the title were given to pursue their own objectives under the nose of the World Government. As the Daibukai program is intended to act as a potential successor system, the Government is looking into ways to stamp out this issue within the program before it becomes a problem by placing the Daibukai on a much tighter leash than the Shichibukai.
- Cipher Pol Monitoring
Those who join the ranks of the Daibukai are put under regular surveillance from Cipher Pol, and are expected to fully cooperate with any and all investigations into their activities. While it may be possible to still mask one’s true intentions, projects, and plans, the proper precautions will need to be put in place in order to keep them from the agents who come sniffing around…- Full Cooperation with World Government Agencies
Going hand-in-hand with the expectation of cooperating with Cipher Pol agents performing their routine investigations into the Daibukai, these Warlords are expected to fully cooperate with any and all initiatives on request, from both Cipher Pol agencies and the Marines. Failure to do so will be met with extreme suspicion or even outright punishment from the World Government, up to and including having the title of Daibukai stripped.
The nature of this cooperation is left up to the individual Daibukai themselves in most cases. However, the Chiefs of the various Cipher Pol branches, all Cipher Pol 0 personnel, and Marines of Vice Admiral rank or higher are granted the authority to give direct orders to Daibukai, which the Daibukai are expected to follow. This, of course, extends to anyone higher up in the World Government’s chain of command as well.
