Name of Island: Shivre Mountain
Size of Island: Large.
Location of Island: 30 miles east of Sedna Island.
Inhabitants: Most of the 7,000 inhabitants of Shivre City are normal civilians. The major industry is the mining and working of iron, which employs about 20% of the population, including a number of child workers used to scout smaller areas of the mines. The mines also support several prominent blacksmithing corporations. These companies supply free swords and bucklers for the Shivre Militia, who defend the mountain city from the Rock Dragon Bandits, who live on the summit of the mountain. The rest of the working population makes their living through everyday products and services like food, clothing, and entertainment. The leader of the city is Asher, an elderly man who hasn't left his manor in Shivre In for fifty years.
The Rock Dragon Bandits are comprised of immigrants from other islands in North Blue and former Shivre City street children. About 400 strong, they pose a serious threat to the livelihood of the law-abiding citizens of Shivre City. Although they're greatly outnumbered by the militia, they use stealth and other underhanded tactics to rob and often kill anyone unlucky enough to attack their attention. Their leader is Fabian, an 18 year old boy from Shivre City, and the underboss is Adrian, from Sedna Island.

Shivre City: Built halfway up the mountain, this city is divided into two districts, Shivre In and Shivre Out. The iron mines are beneath Shivre In, stretching almost to the base of the mountain. The only way to reach the city is to traverse the long, narrow mountain road winding up the mountain from the harbor, at which point visitors will find themselves in Shivre Out.
Shivre Out: The half of Shivre City constructed on the outside of the mountain, Shivre Out inhabitants enjoy the open air, though severe weather is a common problem. A good part of the militia are stationed at the end of the road leading to this district from the harbor, since this is the only route into the city for visitors, including pirates, bandits, and other unsavory characters. The buildings are large and grand, constructed of stone and mortar with plenty of ironwork. This district is arranged in straight lines perpendicular to the mountain road, each street on a higher level than the last. It's possible to get onto any roof by going to the next street and climbing over the guard rail. All of the inns and taverns are on the first street, nearest to the city entrance. Near the entrance of the city, about a mile down the mountain path, lies the entrance to the Shivre Hot Springs, where interested parties can pay B100 for admission. These are frequented by many citizens of Shivre City despite the high number of tourists who also partake in the service.

The citizens of Shivre In enjoy greater safety from bandits and the elements, but at the consequence of being stifled in a mountain cavern. Most of the buildings are carved into the mountain walls in a spiral pattern, with administrative buildings and offices at the very top. The oldest buildings are simple two room stone structures that are now used primarily as storage or housing for the poor. The newer buildings are made of wood and plaster and suspended in the middle of the cavern on platforms made of thick, strong wood. These are larger and more opulent than the stone buildings, but definitely not for people who are afraid of heights. Large wooden bridges and elevators are the main means of travel in Shivre In. As a result of this layout, the city is built on hundreds of different levels and neighborhoods, each with their own stores and neighborhood leaders.
Rock Bandit Settlement: The settlement of the Rock Dragon Bandits near the summit of the mountain. About 400 miscreants live here in long, squat wooden rowhouses arranged in a grid. Inside the units there are small simple kitchens; however, these structures don't get running water, so the toilets are located elsewhere and baths are taken in the hot springs on the side of the mountain opposite Shivre Out. Fabian's rowhouse is at the center of the settlement, and this is where all meetings are held and captives are taken.
Flora and Fauna: There are farms at the base of the mountain tended by citizens of Shivre Out, who are more outdoorsy then their Shivre In neighbors. These farms, which are inhabited by small families and their farm hands, supply the bulk of Shivre City's food by way of carts and wagons traveling continuously up the mountain. Otherwise, there are few animals who live in Shivre City, save for lapdogs owned by the elite. Some wild goats wander the summit around the Rock Bandit Settlement.
Island History: The first inhabitants of this island lived at the base of the mountain. Although the land was fertile, they had to fight off wild animals and foreigners almost daily. Unable to cope with the stresses of their hostile environment, they moved up the mountain. Unfortunately, their problems followed them. The settlement moved higher and higher, until finally the inhabitants reached a large cavern. By then they had mastered working with stone, so they carved their homes into the insides of the mountain, where they lived in safety from their aggressors.
The citizens of the developing Shivre City had to maintain farms at the base of the mountain for food, but regardless, they thrived in their new homes. More homes were carved in the walls, and eventually, as the population grew, spread to the outside of the mountain to form a new district. By then the citizens had founded the Shivre Militia, who defended the city against intruders with ease, especially with the help of the weapons they were able to construct with iron they found in the mines.
A generation of imaginative architects expanded the city into the center of the cavern in which it was originally built, utilizing the cramped space to the best of their abilities. As a result, the architecture of Shivre City has become a bit of a tourist attraction. Due to the strength of the militia, the island has never developed a close association with the marines or the World Government, and exists mostly below the radar.
