OK, so I understand that it can be tricky to get into icon making process, making things that look good can seem to be really difficult, but you'd be surprised by how easy it can be.
So, I thought if those of us who have already found somewhere good to learn could post said place on here, it would be more accessible to everyone.
Here's my contribution;

It's called the absolute beginner sig tutorial, and explains some of the basics and has pretty pictures to guide you through. Easy to understand and easy to do, even providing links for the tools you need (Such as brushes) to help make your creations.
