Personality
A feisty, independent and confident young woman who at times can have rather a smart mouth, at her best Lucy Roberts is energetic, self-reliant and courageous, but at her worst can be rather self-obsessed and something of a workaholic too. Not overtly unpleasant of course and actually quite a friendly soul, some of the less desirable aspects of her personality seem to be sourced more from an innately competitive spirit and a desire to prove herself, and on the whole this girl does not have all that much trouble making friends with people.
A lover of banter and the art of witty conversation, she's often the sort to be cracking jokes and teasing her friends in comfortable company, and despite her status can seem to be the sort who can be a bit rebellious and discourteous toward what she might consider 'invalid' authority. The type who seems to believe respect is something to be earned and not expected, she'd likely welcome someone who came to her with an interesting or impressive reputation but would also be rather dismissive of those who believe they hold influence without the facts or strength to back it up, though is happy to revise her opinion based on experience.
A clever girl whose innate bent for tradecraft might fool you into thinking she is less than that, Miss Roberts takes pride in her intelligence, she enjoys flexing her intellect and humour, and sometimes can push boundaries because of that. Apparently possessing an odd mix of daring and relaxed personality, while she might dip into the air of a delicate damsel when work or mischief calls for it, in truth she has the kind of tough attitude that means she would tend to be more amused by notions like chivalry than appreciative of them.
Often the sort of person who enjoys banter with her buddies, she warms up better to those who can exchange thick skinned jabs more so than a person who flatters her, and tends to be rather forward with her interest in others when someone seems to seize her interest. This seeming to be why she demonstrates a cavalier and jokey attitude even in dire circumstances, there are times when she might seem almost like she has a death wish or something, though usually tends to keep a tight and heavy lid on the feelings that challenge her.
Perhaps in this aspect presenting herself something of a hurdle toward forming deep and meaningful connections with others, her flippant manner and desire to avoid showing vulnerability can at times make her seem callous and distant, and certainly can make bonding with her something of an obstacle. Always the type that seems to seek to maximize her gains or achieve the most with minimal effort, she can command her charm and witty capacity through things like seduction to achieve what ends she desires, or can be brutally blunt in how she deals with people so long as doing so suits her aims, and seems to very much believe the ends justify the means as far as she's concerned for most matters.
Almost seeming to show an obsessive tendency where it comes to her work because of this, while she might act in a manner that seems less than serious when compared to most of her peers in her position, she takes cases and the like to heart more than she perhaps should do, especially when prickled by certain 'triggers' in them. This only seeming to drive her fixations further, her combination intellect and talent can make her something of a perfectionist, and she can at times have a hard time knowing when to quit or back off.
These qualities of moral ambiguity and neurotic tendency seeming to be why she works better away from the spotlight than in it, she also seems to feel a minor note of envy toward the growing legion of heroes for a number of reasons, but for the most part doesn't hold it against them and is happier operating based on her own parameters than rigorous doctrine and overbearing attention which is applied to those public icons. That being said, perhaps she wouldn't object to getting a few more pats on the back than she does now, but then who wouldn't eh?

A pretty and curvaceous young woman with long and stylish black hair, Lucy is an attractive young woman skilled in showing off how good she looks. Coming with an ample bosom and narrow waist which leads into a pleasingly broad set of hips fitted as standard, Lucy’s frame belies the tone of an active young woman who makes the effort to keep herself in great shape. The face of the girl a pleasing, slightly impish set of features, Miss Roberts has a slightly mischievous and foxy visage with her almond shaped eyes as well as her sharp jawline and nose, with full lips that just beg to be highlighted with a nice colour. Emerald eyed, Lucy possesses irises of a rich and glittering green colour, they can look quite dazzling when caught by the light and are framed by a set of long, dark lashes which can make a wink or flutter seem to hold such promise.
Keeping her lustrous black locks rather long, they reach all the way down to her mid back, the sense of waviness that is possessed by Lucy’s tresses could remind one of a rolling tide. Very fickle in her hairstyles, while most often she will sport her hair loose the girl is fond of wearing it in styles fresh from the salon or catwalk, and is somewhat whimsical in this regard. Very rarely liking to hide much of her pretty face, however, most commonly she tends to sweep her long and wavy locks over to one side in the manner of an old fashioned movie starlet or something, and on the whole tends to gravitate toward styles that could be considered refined classics over more modern stylings.
A stylish young woman who loves to keep up with the latest fashions and make herself look good, the wardrobe of this young woman is quite varied, and emphasized to really play up her variety of pleasing physical features. Favouring fashions to really flaunt her figure, Lucy prefers a sense of sophisticated sexiness in her style of clothing, choosing options with short hemlines and low necks to emphasize her legs and bust, but of lighter shades and with frilly, lacy and loose designs. Noted to have a fondness for things that are rather showy and attention grabbing, very little is ‘off the table’ for a girl who loves to catch the eye of others and while she can look the height of glamour and gorgeousness in a gown she is also the sort who might wear something rather risqué, and demonstrates little regard for the prudish opinions of people around her.

Description:– One of the great assets of the World Government and their Forces, Rokushiki combines a series of diverse moves into one powerful skillset, with those who have mastered at least the basic six being considered truly 'Superhuman' by these traits alone. Lucy herself still working on full mastery, she has only fully developed forms of two of these techniques, though is working hard to diversify this skillset further.

Again, Soru is negated if one can somehow bind the would-be user’s legs, or otherwise weigh them down.

Description:– By kicking with sufficient speed and strength, the user can generate a slicing projectile of compressed air, similar to a swordsman’s Flying Slash Attack. As with Geppō, restraining the user makes it almost impossible to use Rankyaku properly, if at all.
Background
Born to a nice, loving family, she was the daughter of a young marine officer who met his wife while stationed at marineford, and quickly married the woman because of this. From a young age possessing a strong level of faith in the 'system' because of this, as a child she idolized the heroes of justice, and none more so than the patriarch she was so proud of.
The man away a lot because of his job, she admired the strength, bravery and integrity of her patriarch regardless, and wanted to be just like him as a little girl. Writing him letters all the time and celebrating his medals and promotions with her mother, she waited for his shore leave and spent all the time she could with him when he was home, even if she did get chided for neglecting her schoolwork or friends for doing so.
A bright girl who was inquisitive, confident and made friends easily, though at times a bit of a know it all she was popular, and made no secret of the fact that she wanted to be just like her daddy. Scrappy at times, she called out bullies and even got into a few fights, and was proud to see justice done where she could. Dad not wanting her to follow in his footsteps however, he wanted his daughter to do something with a brighter future than fighting against pirates and criminals, so forbade the idea and instead pushed her toward becoming a doctor or a lawyer or something lucrative like that.
A good student, though she was disappointed and still harboured something of a desire to join him anyway once she came of age Lucy studied hard and joined a prestigious boarding school thanks to scholarship, but quietly the aim of becoming a marine officer when she was old enough. To this end taking classes in martial arts, Lucy learned to protect herself and studied accounts of battles and the careers of noted officers, all in the hopes of one day serving with her dad despite his reservation. If she could just prove she could protect herself, then he'd have to accept her, right?
Unfortunately never given the chance to test this theory, her father was killed under questionable circumstances, leaving her and her mother devastated, especially so when the resulting investigation turned up the idea that he had been on the payroll of criminal groups. This not sounding like her father at all, not only did it mean the family was left without his pension but his reputation was ruined, and meant that his daughter was all the more determined to get to the bottom of things.
Reaching out to his friends, while many marine officers shunned her because of the 'discoveries' made about her father, Lucy did manage to make the acquaintance of one of his friends, Cole, who also found the whole affair shady, and convinced him to let her help him investigate while still only a teenager.
The two working together in secret, through Cole's connections as a high level agent of cipher pol and her innocuous appearance and good looks they slowly managed to unravel the truth of what had happened. In reality the corruption real but deflected from the real culprit, the commander of the base where he had been killed was in fact in league with underworld criminals and gangs, supplying them with information, inventory and more in exchange for bribes, and killed her father in order to cover up that secret when he discovered.
Planning to do so to Lucy as well when she got too close, he had her ambushed by some of his associates, though luckily she had managed to fight them off well enough that Cole's intervention could stop them, and then interrogate them for the truth of the matter. Shocked by the reality, even with her dad's reputation restored her confidence in the marine force was rattled, yet she had impressed her new ally enough to be given another option.
Proposing she join the cipher pol instead because of her talent for investigation, after taking some time to move on from her grief Lucy began to train her as an agent instead, and fostered a close bond with her. Effectively becoming Cole's protégé of his, in addition to boot camps and standard training all agents went through, she was taught her the groundwork of some Rokushiki techniques, as well as helping her to become a better detective and infiltrator.
Showing promise as an undercover agent because of her good looks and ability to take on roles, Lucy began her work as a member of cipher pol in simple situations, playing roles like branch clerk's to root out suspicious activity or posing as a typist or secretary in buildings and companies suspected to have illicit involvement. Flourishing in this capacity, her investigatory work and arrests helped to trap criminals and end lives, and she showed an increasingly pragmatic approach, contrasting the dogmatic approach of the career soldier.
Understanding that one needed more flexibility to tackle situations beyond direct confrontation, due to the sensitivity of the projects she was involved in she developed more of a refined and 'surgical' method to what she needed to do, and with her success was rewarded with increasing freedom in how and when to act. Maturing quickly through her experiences, she proved many doubters wrong that such a young figure could be an effective operator with her talent and quick study abilities, and frankly by this point is glad that she ended up in the career she did. Having been exposed to the beaurocracy of formal command she knows she never would have blossomed as she has now under a rigid chain of progression, and prefers to operate with the flexibility intelligence agencies provide.
Ever ambitious in her aims as she grows as an agent as well, she has been keen to seek out new challenges and feathers in her cap, feeling like she is doing her father proud by protecting the peace he helped to build in his own time. Jumping at the chance to join a new group because of this, Lucy looks to establish herself firmly as a top agent in cipher pol, and aims to one day lead her own team because of this, even if some do scoff at the notion due to her age…
