Appearance
Neo stands at an abnormal nine feet and eight inches, perfectly able to tower over the average human. His body type is somewhere between muscular but not quite brawny. The man's musculature is apparent from any given view but his size is easily outclassed by much meatier simpletons. As for his complexion, the birdman's skin is a mixture of tan and pale; a feature he adopted from hard performances in the sun and the trait he inherited from his ghost of a father.
Neo's face tells a story all on its own. His left eye is hidden behind a triangular black patch and the area all beneath his nose from ear to ear is veiled in a decorative floral band. His one good eye, the color of which is a vaguely blue hazel, is sunken and has enormous bags that droop from his lids. A viridian headband wrapped tightly around his forehead lays just atop his brow ridge causing it to appear as if his eye is permanently locked in a glare. Neo's cheekbones are also quite a prominent feature which he emphasizes further by painting the sides of his cheeks black to further their depth. His nose is long and sharp, pointing down when looked at from a frontal view. The performer's hairdo is a fabulous mess easily double the length of his skull; a pitch black plume of smoke with emerald highlights strewn about in various peaks.
When it comes to costume, he does so with no expense. First, a handmade cloak comprised of hundreds of peacock feathers adorns his body from neck to waist. The garment sits atop his shoulders and is typically worn asymmetrically so that only one side of his upper body shows from the opening. The feathers come from his own Zoan form and thus the colors only consist of an iridescent green with a pale orange in the center serving as the backdrop for a sapphire eye crowned with a bright blue crescent.
Underneath the feather wear, Neo will typically don nothing else and choose to stay topless to display his physique. On both arms, he wears a teal cloth band with a decorative seam at the ends beaded with yellow gems. The same attire can be seen on his forearms but only instead of on the ends, the beads line the band along the length of it.
As for his trousers, the showman certainly shows off his love for shiny accessories. At his hip is a blue-green sash completely embedded in jewels with a pattern reminiscent of a rainbow. Beneath that, a simple mint dyed skirt covers his upper legs. Neo refuses to sport conventional footwear and only walks with a thin cloth wrapped around his feet.

As a Bird-Man with the model of a peacock, Neo is able to shift in between his full animal form or a hybrid form that adopts traits of both bird and human. With it, he has access to a number of tools such as his wings which are capable of wind-based techniques, a hard beak, sharp talons that replace his feet as well as spiked spurs that sprout from the back of his legs.
When it comes to combat, as a vigorous dancer, Neo primarily focuses on swift but flashy movements and outlasting the enemy rather than confronting them directly. While he is not afraid to engage opponents head on, he usually prefers to spend more time strategizing approaches rather than brute-forcing solutions to win.

Background
Birthplace: Amino Island, North Blue
Character Goals: His ultimate goal is to find his father and his lover so he may finally rid of them and lay his mother's spirit to rest. Once his revenge has been complete, he simply seeks to return to a life of performance, using his mother's gifts of singing and dancing for those who appreciate the art.
History:
The circumstances revolving Neo's birth were inauspicious to say the least. His mother worked as an exotic dancer for an Amino casino where one day a pirate crew had their fun and sacked the place of its goods and various members took the performers for themselves. The captain in particular enjoyed Neo's mother so much he took her to bed and brought her aboard as a dancer for the crew. As luck would have it, she was musically gifted and shared her talents to avoid being reduced into a walking piece of meat. Eventually the consequences of that fateful night with the captain manifested into a new baby boy whom she named, Parastino F. Neo.
During his childhood on the deck of a pirate ship, Neo learned to survive by making sure to stay out of everyone's way. He did as he was told whether that meant scrubbing the poop deck, reaching into tight spaces, helping the cook and other chores. Whenever he wasn't busy working for whoever needed him, his darling mom taught him the art of dance and song, traits she wished to pass down so he could cherish her gift. Though at times he was a rowdy kid, his mother's influence on the captain was enough to keep him from stranding his bastard out at sea. This did not however prevent crew members from abusing and mutilating the child when they saw it fit to teach him a lesson. Among these incidents were the loss of his eye and burns and scars that ran across his jaw. He was still alive though through the grace of his father until an unexpected development shattered that safety.
The captain found himself a new woman to swoon over only this time Neo's mother could feel it was not out of some trivial infatuation but genuine love; a feeling that deeply threatened her and Neo's presence on the ship. Out of desperation, she was forced to make a decision and made an attempt on the captain's new lover but ultimately failed. For her punishment she was to be executed for treason and her son along with her. But the mother begged the captain to spare not just her child but his and by some miracle, he obliged and allowed the child to live with a sinister condition. What that circumstance was she did not know for she had passed on from the world before the truth was revealed.
Neo at 9 years old was sold into an entertainment business that specialized in freaks and performers. Though his mother's dancing gift had its appeal, the boy was far too young and inexperienced to give a good show and so the show master risked a prize possession of his, the Bird Zoan, Model: Peafowl to really bring out the boy's true colors. In the end, it worked and the child grew into an attraction that took him around the world. A year into his tour, during a read through some newspapers he accidentally stumbled upon his vile captain father's bounty along with his witch of a wife's. The two had made quite the buzz in the North Blue since they banded and their crew was now being hunted relentlessly on a regular basis, news that Neo gladly loved to hear.
But his knowledge of the outside world beyond clippings was scarce and so he grew up in the dark, spending much of his life on tour for the freak show and making gains as a performer. A year later, at 11 years old, Neo found quite the interesting news: the crew on which he resided had disbanded and the captain and his lover reported to be in hiding with speculation they retreated from the North Blue and moved to the furthest location there was, the South. At the time, Neo's tour had brought him to the South Blue and he felt it was only through a stroke of luck he would finally have the chance to exact revenge on the man who ruined his life and killed his mother.
The boy delayed the company from traveling to another sea and used his appeal as the show's biggest attraction to demand they tour the entirety of the South Blue, in secret hopes he would finally find his target. His show master was hesitant from staying stationed in one place for so long but went along with his star performer if it meant more revenue coming in. Unfortunately for Neo, this meant they would stay on each island for much longer than expected and would delay his plans from unfolding. But the child was patient and waited years for the chance to finally avenge his mother. He had nothing but hatred in his heart well past adolescence and even into young adulthood.
During those years, he acquired skills that would prove useful in disposing of his wretched father. When the young man performed for Karate Island, he was taught martial arts by the natives. When he traveled to the Torino Kingdom and observed how the great birds of the island waged war, he took to adopting these traits in his own fowl style. Eventually more than a decade had passed and the boy was now a 28 years old man and still in search of his father, wherever he was hiding in the South Blue. By this point in time, the show master had passed away and given full rein of the company to Neo who sought to accelerate the mission and expended many resources into travel and search agencies that began to dry up the business he worked so hard to maintain.
Only 2 years into his crazed pursuit and the company was forced to close, leaving Neo hopeless that he would ever find the villains who destroyed his childhood and only family. That is until a certain bounty sprung up of a woman in the South Blue who bore the very same surname as his father. It most certainly wasn't the name of the captain's lover and so Neo concluded that she was either a distant relative or perhaps the daughter of the very couple he was looking for. It was the first hint he had tasted since his exile from the ship all those years ago.
When he asked around for where she would be, many were quick to dismiss the woman as nothing but trouble for all those crossed her and warned the man to leave her be. But his quest for vengeance had gone too long for him to stop. Unfortunately with no money or company tour to allow for free travel, he was limited in his search. His reputation among the industry had fallen and no show would hire him for work which left the man penniless. Eventually he resorted to crime and fell to debauchery to ease the pain that he may never exact justice on those who wronged him. But Nero was relentless, his heart only knew hatred and persistence and this depression would not be the end of him.
In time, through illicit means, he gathered the resources needed for one last trip to anywhere on the globe. And as luck would have it, the woman he was searching for was last reported seen still within the South Blue. Neo gathered himself for what could be the beginning of the end in his journey for internal peace. The journey began; he would find the daughter of the monster he knew as father and extract all he needed before killing her mercilessly. He swore it himself and to his mother.
