A man of great passion and respect for the innocents of the world, Gilford Ray is a man with a big heart who believes the Navy is a source of good for the people of the world. His confident demeanor and smile is somewhat considered contagious among people who hang with him as jokes will be shared and confidence abound. He makes up stories of his past as well to seem larger then life and to hide his lack of family or interesting lifestyle in his eyes, though they are mostly for jest or fake bragging rights to pair along others. His work habit is steadfast and focused, usually dealing with heavy lifting and labor with offhours put into lifting weights and crossword puzzles and downtime put into comics or easy to read fiction novels; so you would have to wait for him to finish to ask something trivial or get a response from him. He is a sucker for the over the top moments of life, from grand feats to showcases of powers; Gil gets overexcited for such things that it can even give him a second wind of energy. He also finds little interest in the concept of love other then that of justice and food.
In battle, The Gull puts on a more serious tone to his jovial nature of things and even gravels his voice a bit in an attempt to disguise himself; attempting to separate the passionate and friendly aspect of himself for a more hardboiled and serious tone to deal with criminals and scum. He also looks down upon weapons, preferring to find nonlethal methods of takedown of criminals if he can suggest it. He would never use a weapon himself under any circumstance. His over enthusiasm for the over the top as well, as food still carries forth however.
Appearance

In 'Civilian Garb', Gilford Ray wears the standard sailor uniform: white shirt, blue pants, blue neckerchief, black boots and a white ball cap with 'MARINE' on it. Under said hat is a crew cut of black hair, sharp but kind brown eyes, a pointed nose and pointed chin, and a small mouth. He is built rather muscular with more body strength in his upper body then lower body with broad shoulders and arms. He is usually called upon for heavy lifting when needed on ships which allows him to keep his physique. One notable feature is a long scar across the back of his neck and another riding from the base of that to the top of his head. Off-duty, he can be seen wearing a white tanktop or a pink sweater if it is cold out. He always wears the same kind of pants.
When battle comes, Gilford sheds his shirt and hat and dons a flowing white cape marked with the self painted sign of 'Justice' like many captains (despite not having the rank) and a giant seagull helmet that obscures from the bridge of his nose down as it protects the back and side of his neck and obscures his identity under the sharpened eyes of the seagull and the upper beak of the mask. Wearing the ridiculous mask, flowing cape and basically going shirtless, 'The Gull' soars/runs into battle to protect the everyman.

Inhuman Toughness: Can take many more hits then the normal person. He can be taken down, but you are going to have to put in some effort to knock him to the ground and out cold.
Inhuman Endurance: Can seemingly last longer then others when it comes to almost anything. Working, lifting, fighting are just some examples where he can exert himself beyond normal human means and continue to do.

Description: A 'non-lethal' close-quarters brawling style of combat focused on heavy handed attacks, grappling and throws; uses items found in the vicinity of the fight as weapons. It earns its name as almost every move has the outcry of the word 'justice' in it from a man dressed as a seagull.

Justice Punch! (Rank 0): A heavy wallop in the name of Justice! Features a windup before delivering a slightly stronger then normal punch capable of knocking someone on their ass.
Justice Bowling/Caber! (Rank 1): Grabbing an object or enemy, and (depending on the name) underhand or overhand tosses it at another object or enemy.
Justice Barrage! (Rank 1): Using his above average endurance for a man, The Gull proceeds to whale on someone with his fists.
Justice Tornado! (Rank 1): Grabs something or someone, holding it out as he proceeds to spin around on his heels before tossing it away at something.
Justice Hammer! (Rank 1): Grabs opponent or object by their legs, swings them/it behind his head before slamming it full force infront of him.

"Well, When I was but 10 years old... I shot down a pirate ship all on my own..." "Hah, I was 8 when I accidentally ate a sword. Never again!" "I once experienced and swam in a tornado of sharks when I was but 16..." - The many lies of Gilford Ray upon explaining to kids or fellow marines to make up for not remembering it.
Gilford Ray was found waterlogged and half-dead on a beach in the West Blue of an island resort of kinds, scattered among the flotsam and wreckage of some ship at just the age of 12. He was unable to remember much besides his name and various habits, some other habits needing to be relearned to the young boy as he was given various jobs from towel boy to bellhop to shoe shiner. He was never fired as he just stopped doing it to work more with messing around with various things to entertain himself from lifting various heavy crates of food around to reading a bunch of magazines and comics at the newsstands.
The town didn't find it in themselves to keep the boy tailored enough or a proper place to keep him as the hotel room they left him was always a mess and caused complaints with luxurious guests unable to understand his plight or the loud noises of him messing around. He was sent across the island to another town where he was taken up by the Fisherman's guild to help with their rounds and treating him as a shared son outside their respective families where he was invited over to various houses as an honored son and family friend. His interests stayed with improving his body to help those who took him in and the various comics or stories friends would hand off to him. One such thing that sparked his enthusiasm as he grew into a young man was a masked marine hero who sailed the seas to stops the nefarious plans of various villains with amazing powers that some of his fellow fishermen argued to have seen or not from various visitors. The impression left on him and a recent Marine recruit drive lead him to sailing out to join at the age of 17.
With strength fair enough for having worked most of his 5 years in life, Gil was a prominent recruit for his teamwork and attitude despite having issues with base practice with weapons as he preferred to use just his hands for such, like the comics he would still read. Causing such issues like tossing barrels at the targets or breaking the bamboo training sword in two with his bare hands that would lead him to being punished with helping the custodial staff in cleaning or repairing uniforms when needed.
Months past and ranks were given as Gilford made for the waves dealing with small time issues such as bandits harassing certain islands or dealing with local issues after major storms. Something stirred with Gil during these times as soon came the small time pirates setting sail on what more he could do at even just his rank. Sure, he was contributing in laying the beatdown to various punks with just his bare fists in the most manly of fashions but he was seen among the others as another recruit or small time... Something stirred in him to make something for others to look upto, to idolize and be encouraged by just his mere presence... He looked to his comics...

The Gull is a recent appearance among boardings or brawls, A tall being wearing the hood of a seagull and a white cape with the kanji of 'Justice' on his back fighting against pirates and thieves with only his bare hands before disappearing after the fight is over. Few claimed their lives had been saved by the masked man, Others have complained how distracting and odd it has been and officers are currently wondering who is breaking uniform to beat down pirates. Who is 'The Gull?'
