Personality
Quirky is a word that has been almost universally applied to Flynn. With good reason indeed, as the borderline sociopathic doc tends to do and say what he thinks with little or no care for propriety or social stigmas. If he's forced to curb himself, he gets sullen and pouts, usually sarcastically expressing his forced opinions and lines in defiance. Thankfully for his career, his regular tone and sarcastic drawl are both of such a deadpan nature, it's often hard to discern the difference. Almost painfully honest, he rarely bothers to lie, seeing as he doesn't much care if people know the truth or not. His main interest is his experiments, and he prioritizes them above all else, regarding other things as less important, with perhaps the exception of his own hide.
This doesn't make him a coward, mind you. At least not in practice. He's a practical man, and it's clear to him that if he screws up, the Marine HQ will not be pleased. People who piss off the World Government tend to disappear. Also, he happens to enjoy observing opponents, and he is nothing if not a proponent of firsthand data gathering.
However, most of the above is due to his general lack of real world experience. With his new Cybernetic body forcing him into a more active role in the world, he has begun to question his previous convictions that people are useless. This may make him into a more affable person in time, but right now, it's just very confusing to him.
Unused to people trying to genuinely kill him, Flynn has discovered that any reticence he has toward killing will vanish in a flood of cold rage if sufficiently provoked in a fight. While so enraged, he will brutally execute opponents, often through use of his chainsaw limbs, and/or decapitation. It is fairly difficult to provoke him this way, and after the mental balancing act required to activate his Aura, it becomes nearly impossible. Even so, he is a vicious, precise combatant. Afterward, however, he becomes highly confused and unsettled. Flynn has moved past regret for most of his deeds, having seen the results and deemed them necessary. It helps that those put to the metaphorical sword were all... well, pretty much awful. Like, killing children awful.

Appearance
The most striking feature of the cyborg is his silver hair. He looks young, perhaps even a bit younger than he is, but the hair is that of an old man's in hue. As a Longarm tribe, his arms are have the characteristic three joints, making the already tall, skinny fellow look even more skinny and gangly as a result. Probably the oddest feature about him is the pair of short,slightly curving horns that poke out from his head, pointing along the crown, and ending a few centimeters from his skull's posterior
His clothing is simple, befitting his straightforward personality. A long, white coat , similar to the Marine Officer coats, but themed more after a lab coat,is worn over a tight set of custom scrubs.The outfit beneath is buttoned on the chest, and reachs across the torso to create a angled line pointed at the left shoulder.His sleeves are tight around the arms, but loose at the two elbows, to allow maximum maneuverability while still covering the important bits. His elbows have been replaced with a circle of metal, slightly thicker than his arm, as has his knees. Finally, examining his lower body, one finds a pair of white jackboots. The pants are simple, white, and tucked into the boots, matching the color of the whole outfit, save for the blue Marine logo on the back.

Flynn’s Joints are augmented to be able to rotate much farther than any normal human. They can turn 360 degrees, bend in opposite directions, and even spin. Flynn also has two additional arms.

Flynn uses a bizarre, erratic method of fighting that focuses on unpredictability, speed and palm strikes with his chainsaws.His various weapons and upgrades are used in sync with his superhuman levels of speed, mostly developed in order to dodge the horrifying attacks coming his way on a constant basis.

Desc: Flynn’s signature weapons, the chainsaws that form the basis of his style. The chains are built into the joints of his limbs, and loop around his palms and feet when active.

Utilizing his high intelligence, as well as his knowledge of the human body, Flynn analyzes his opponents movements and surroundings. In doing so, he attempts to determine holes in their defenses, or possible feints.

Flynn hooks a foot around a nearby object, like a table or a piece of rubble, and flings it suddenly toward the opponent. While surprisingly forceful, the attack's main advantage is that Flynn can continue turning, preparing any of his arm-based attacks while he does so,and snap directly into them while his opponent is dealing with a sudden flying table

Gunnagrain (Shotgun)
Flynn brings his arm forward while his chainsaws are active. This causes an effect similar to an airslash, but due to the multiple smaller blades of the chainsaw, it erupts out as a flurry of much smaller, weaker airslashes. The level of damage when hit with the full blast is intense, enough to break a hole in an average ship, but if the blast doesn't hit full on, it deals slightly lesser damage. The large cone shape of the attack makes it much harder to dodge, though

Ban Fuirseior: Chenso Whipsaw
Flynn fires his grappling hook arm, then, activating the chainsaw, reels it back in at high speed. This creates a giant cut across an area, potentially either harming large groups of enemies, or slashing open a larger object. He can, if he wishes, crack the cable like a whip, creating different sized areas effected by it. This technique, while able to be used against single opponents, is best suited for mook clearing

Using his superhuman levels of speed, Flynn kicks himself into a spin, using his four arms to snatch people or things, and then stops abruptly, using the momentum to smash them together.

Flynn can now perform a more condensed airslash, rather than his typical shotgun attacks. A singular blade of air, it appears more jagged than most, and moves in a harsh zigzag.

Background
Flynn was the son of a minor noble in the Ilusia Kingdom. At a young age, he was tutored in what was considered the "Proper" behaviors of young nobles. It did not go well. Flynn, a low level sociopath, cheerfully spoke his mind and did mostly whatever he fancied. He actually was rather productive regardless, studying mechanics and chemistry, among other things. He was not alone in this, his twin sister being just as brillant, and just as rebellious as he.
Flynn had looked at the people around him, and found them lacking. He was quite intelligent, and while his family and their friends were not morons, they were still aristocrats, pompous, overbearing, and dull to the young boy. His recourse was to retreat to the library of their home.
The library was impressive, but built mostly for show. His parents never entered, and after the disappointing lack of a compliant son in Flynn, had another son who more readily accepted their desires. Seeing his mother and father lose interest in his existance, Flynn continued to read through the library, and eventually, to begin putting some of the things he read into practice.
Happy to see that he was staying quiet, and away from anywhere he could shame them by acting odd, his family supplied him with any materials he asked for. Spending quite literally every second he was awake in the library, piles of volumes around him, Flynn devoured the knowledge, testing it, probing it. It entranced him, showing a world where there was always some new bit of knowledge waiting, if he just reached out for it. The stale political games of his life before were nothing compared to this. His sister, Ashlynn, eventually joined him. She had tried to put up with the games for longer than he had, but eventually found them just as boring.
His parents eventually realized that the pair were quite gifted, and began to bandy about that their son was a reclusive genius, and daughter just as brillant. Despite being counted among the noble families, the Toctic line was from the Longarm Tribe, and was considered somewhat lesser to most of the other Ilusian Nobles. Having struggled to remain in favor, his parents were desperate for anything that could give them a leg up, keep them interesting. A pair of twins who shunned people for technology was perfect, and the fact that it was their own fault was easily smothered.
This was likely the final blow to the young man, who became even more cold and distant in his manners than before. Ashlynn, always the cheerier of the two, was crushed, but managed to move on. The pair literally lived in the library, only occasionally sneaking out into the city. This continued until they turned of age, at which point, the two sides grew tired of the cold war of sorts that had developed. Flynn sent examples of his work to the appropriate sources in the World Government, and was hired, along with his twin, to a laboratory for the World Government, the CAZADOR Project. The lab's purpose was to produce prototypes for lower-spec cybernetic enhancements.
The quality of the upgrades was nowhere near that of a Pacifista's, but was not intended as such. It was intended to not only get ranking marines who had lost limbs back into the Navy's Ranks, but to give them an additional boost as well. Devil Fruit Users, while powerful, could not be manufactured. Cyborgs could, and so Flynn spent 7 years of his life there, along with his sister, as two of the lab's head scientists.
Surrounded by scientists, doctors and researchers, one would assume that the sociopathic shell he had developed would start to melt. These people were intelligent, after all. It would have, perhaps, save for Flynn's bizarre level of effort. He had spent so long studying, building and working, found it so fascinating, that he would often work long into the night. The other scientists, not being obsessive lunatics, were jealous, and somewhat frightened by him. Ashlynn, however, was a very charming woman, and did actually take time off from work to hang about with the other scientists. Boisterous and cheerful, she was seen as Flynn's polar opposite, and just as valuable as he was. Granted, given the choice between the pair, most would likely have picked Flynn as a boss. He was rough to work under, but his projects generally came out the best. The young man seemed to be one with the steel. This was soon to become more than metaphor.
Flynn was working on a chemical flame device, tuning the pressure, and slipped. He pierced the tube, and liquid fire, combusting as it hit air, saturated his hands and arms. When they had put him out, and managed to get some painkillers down his throat, the medical staff discovered that he had lost most of his lower arms, as well as suffering serious chemical burns on the chest. When he returned to consciousness, his response was rather blunt. "We need to test Prototype units C-4, PF-3 and 7, and the most recent Speed Chassis. Get them down here and get working, this is a perfect test situation!' Slightly unnerved by the fact that he seemed more interested in the tests than his own arms, his fellow researchers nevertheless did as asked.
Shortly thereafter, Cazador's main lab, Lab 3, fell under the force of a massive experiment failure and subsequent outbreak,due to the actions of another scientist. Most of the staff made it out, but valuable research was destroyed or left behind. Worse yet, 7 of the staff were stuck inside the sealed off lab. Upon an investigation of the entry and foyer, before being driven out by violent experiments, 5 corpses were found, horribly mutilated. Ashlynn and Malvorkis, the scientist at fault, were nowhere to be found. After hearing this, Flynn barricaded himself in his own lab for 2 days. When he emerged, he had been unmistakably reforged for war. Heading directly to Vice Admiral Wermengard, he asked to be transferred to active duty.
After having sworn in officially as a Seaman Recruit, His first assignment was to investigate and deal with a rumored cyborg in Strawberry Hill. His meeting, and subsequent victory over the other Cyborg, Augustus Savoie, has caused him to question his beliefs about the worth of other people. Seeing someone with enough drive to live on, entombed in a metal suit, every breath recycled by a steam engine, was mind-shattering. Flynn decided, despite his victory in combat, that perhaps he was not as wise as he had believed. Set adrift emotionally, he has decided to focus on growing in rank, and strength, in order to both find a long-term goal, and as soon as possible, discover the fate of Ashlynn Toctic.
