Identification:
- Personal Conflict with a Marine Officer - First identification came in the form of a background check performed by Cipher Pol operative Leval during his campaign in Alabasta. He recognized a familiarity between Miu and Kite. Thus over the course of both threads his bounty started to climb, each action they took as a group further cementing he was a criminal element.
- Personal Conflict with a Marine Officer - Second Identification was through the two encounters Kite had with the Cipher Pol operative Graves, also during the Alabasta wetwork. The swordsman was able to fight him to a near draw and despite heavy injuries suffered engaged in a second fight hours later, going so far as to kill the Agent. As Graves was disposed of this identification was somewhat open ended with Captains or Marine personnel filling in the gaps.
- Third Identification is more of a loosely organized narrative authored by civilians. People living in Nanohana and Rainbase after recovering from the brawl confirm that Kite was involved in fights within the area. From assumed responsibility for even a fraction of the total costs it was enough to catch the Marines attention, at least for the purpose of organizing a bounty.
- Location - Grand Line, although currently lacking a ship the former bounty hunter was able to navigate the harsh waters leading to Alabasta and beyond through civilian transports.
- Criminal Association - During both halves of Just Deserts well known criminal Koneko Miu and Terrorist (Revolutionary Army Soldier) Pluto were seen fighting alongside Kite Kalisto, sure signs of camaraderie reported hours before the assault on Rainbase.
- Attacks on WG Forces - Seemingly unprovoked and completely out of character Kite was seen attacking Marine forces which were stationed in Alabasta due to a heightened presence of Pirates, Criminals and general ne'er-do-wells (secretly a Cipher Pol operation, naturally). On top of that he reportedly killed at least one Cipher Pol 9 recruit judging from the unnatural wounds found during the autopsy. In a last report from the late Vice Admiral Kagenori he also put up resistance and went so far as to make a "genuine attempt" at causing the man harm.
- Attacks on Civilians, Causalities - Entirely here-say but it's assumed a fraction of the wounded, dead and restless population within Nanohana was a result of the huntsman's involvement. Property damage here was localized near the cities outskirts. In Rainbase the destruction stretched from the cities core all the way to the edges, although an evacuated populace meant far less were injured or killed.
- Raids on Member Nations - At least Rainbase and Nanohana within the Desert Kingdom of Alabasta, it's very likely the shortcomings of the operation that resulted in excess damage will also be attributed to Miu, Pluto and Kite.
- Lasting Damage to WG Islands - Compared to Pluto, Kite contributed very little to this but all the same his attacks did cause damage to the otherwise pristine city of Rainbase. The entire cities core nearest to the condemned Rain Dinners will need a good few months of repair on top of the emotional damage caused by seeing such wanton destruction.
- Acts of Cruelty - It's suspected that Kite, Miu and Pluto killed the Vice Admiral and his gaggle of Cipher Pol agents when they were in critical condition and unable to fight. More or less beating them down just for the thrill of the kill, including slaughtering the forces they had stationed there. While this is a far cry from the actual truth it fits the psychopathic narrative.
Perceived Power:
- Physical Capabilities - Having a very colorful resume as a man hunter the title of 'Seasoned Fighter' or 'Ace With A Sword' is easily earned. Although up until now it was just assumed his combat ability was above average Kite managed to take down a user of multiple Rokushiki abilities and confront a Vice Admiral who was a power user on top of the fact. While the Vice Admiral did shrug off the attack, the fact of the matter is the Hunter was not detained (granted this is more due to the V.A.'s generosity).
- Especially Intelligent - Managed to find the weaker link within the Marines line of communication and interrogated a loose lipped soldier. This event led to several others culminating in the tragedy that struck Rainbase. Additionally the sudden change in character implies the mind of a schemer, someone who was waiting for an opportunity like Alabasta to finally strike and inflict some damage to the World Government.
