Personality
Wende tends to swap between "Business Mode" and "Off Work Mode", which differ somewhat significantly. Business Mode is calm, cool, and rather blunt. Wende acts professionally, speaking in a clipped tone and keeping up the calm charade of their work persona. They tend to have very little sympathy and are suspicious of most people. Meanwhile, Off Work Mode is cheerful, affectionate, and relaxed. They are certainly nothing so extreme as two different personalities, merely a stark binary divide between being on the job and off.

Appearance
Wende is a rather disarmingly cute individual. They have short, messy black hair which they dye frequently, sometimes red and sometimes blue. Large green eyes and a short, slim build. In total, they reach about 3 1/2 feet in height. Their clothing differs, but their typical outfit consists of a rather formless suit and a neat tie, with a smart cadet-style cap.

Inhuman Strength
Thanks to natural bulk or intense training regimes, you have physical might that far surpasses the human norm. You can lift boulders and other great weights that no normal man could hope to.
Inhuman Swiftness
Intense training or natural agility makes you able to move more quickly than anyone else, though not at blinding speeds. You’re faster and a lot harder to hit while moving around. This does not apply underwater – see Supreme Swimmer for the aquatic counterpart.
Aerially Adept
Wende is quite acrobatic and is very good at maneuvering in three dimensions, whatever the method of keeping in the air may be.
Wendigo Human
Wende is a Wendigo Human. This allows them to transform into a full or partial Wendigo form, as well as variants. While transformed, this Mythical Zoan allows some degree of control over cold, as well as sharp claws and terrifyingly powerful jumping abilities. It also includes protection against cold, and a weakness to fire.

Wind Form (250): An altered form which slims down bulky form of the Wendigo, allowing Wende greater control over their leaping, in fitting with the legends of Wendigos riding the winds. They can even jump off of air in this form!

Wende is capable of leaping off of air, sending them gliding through the sky. This gives the advantage of aerial mobility and "hanging" in the air.

Opening their Maw, Wende exhales a freezing gust of wind. This is strong enough to create frost on a normal person, or freeze the upper area of a pond. Far more effective against wet opponents, and weaker in hot climates.
Lunge

Kicking off the ground, Wende fires themselves forward suddenly, tearing at an opponent in a bust of force.
Icicle Shot

Exhaling very slightly, Wende freezes a bit of their spit into a long spike, and spits it out an opponent.

Background
Wende was born on the island of Orichal Hollow on the Grand Line. Presumably. They are not entirely sure where they came from, or who their parents are. By the time they were old enough to remember anything, they had been living on the streets of the island's Norma Town for ages. The locals took good enough care of the child, giving what they could, but Wende was still mostly forced to sleep in corners of the inn, or corners of alleys. Despite the cold and meagre food, Wende was happy enough.
As a half-dwarf, Wende was small, and looked childlike. This worked against them during a slaver attack on Norma Town. A quick raid, grabbing anyone near the docks, and making off with them before the defenders could mobilize. From there, the kid was to be brought to auction at Saboady. On the way, however, the ship ran into a blizzard. The very sea became a bed of knife-like icebergs, the ship was tossed about by freezing winds, and in the chaos, many of the fishmen and merfolk slaves managed to get free. Wende would have died in the freezing waters, however. As the freed slaves tried to think about how to free them, the ship capsized.
During the chaos, Wende was washed ashore on an uncharted winter island. The wreckage of the ship washed ashore too, and made a decent fire for a few days. What supplies weren't waterlogged sufficed for a day or two, but after that, there was only the frozen corpses.
After a few days of slowly growing weaker, they were searching the island. Suddenly, they came across a shape, sitting nestled in the roots of a tree, just visible beneath the covering of snow. It was an odd fruit, and living on the Grand Line, Wende knew what that meant. Summoning their courage, they took a bite.
They didn't recognize the animal they turned into. It was like a deer and a person, but it was so thin and bony, and the teeth were so sharp. The cold didn't bother them anymore, though. Nor did the state of the bodies. They weren't exactly full... but the hunger went away for a little while.
When the fishmen and merfolk finally tracked down Wende, two weeks later, a smiling half-dwarf met them at the shore. They looked comfortable in the cold, despite ragged clothes, and not as thin as you'd expect a shipwreck victim to be. Nobody really questioned it. Nobody really wanted to.
Once they got back, Wende managed to get a small fishing boat, and set out to sea. They had always wanted to find their fortune, find a better life. Now... now they finally had a chance. Besides, it would cost a lot to be able to eat a lot, wouldn't it? And they were so hungry.
So... very hungry.
