So, it's only taken about five years to realise this, but I have a suggestion that sounds pretty obvious when you think about it.
We have a class system, which in loose terms is a guideline/restriction to the capability of a character based on their experience, right? But, aside from PvP and enemy situations, what does this mean? Bragging rights.
Yet, it could mean SO MUCH more? One area that I would like to focus on is the class of Islands, rather than characters. Think of it as an assessment of 'risk'? If you do something to make an enemy of the land, this is the level that you would realistically need to be to survive!
Basically, you would think about the level of strength that the island poses on average, and that would affect the threat level the island has. These would be put in line with our character class system, so one could look at their own class and decide if they're ready for the threat the island may pose? Or plan ones plots to avoid said threat if they can't? I'll give you some off the cuff examples from Canon to work with;
So, there's a rough idea to what I'm talking about. Wait, there isn't a SS Class in the exp system? Well, surely a place where an S Class character has the 'home field' advantage would need more than the simple ability to match their powerful might personally! These are places that the strength of the Marine Force hasn't even dared to challenge authority, so you'll need a lot of power and equal luck to have a hope!
Plus, much like battles between characters, class isn't the only important factor in a battle! I am certainly not saying with these risk guides that it would be impossible to overcome a place if you are below the recommended class level with a good plot, but I think it would be a good factor in pointing out a bad plot if you're conquering locales well beyond your potential all the time. Sometimes circumstance and luck can turn a battle in the favour of an underdog, but being a D Class character who is curb stomping a B Class region is likely to be an indicator of bad storytelling! So try to bear that in mind...
Furthermore, I'd like to point out that these levels could be 'fluid', and change depending on crew action. Taking the example of say Dressrosa, with Doflamingo defeated and the Riku's back in charge, the threat level is likely to have gone down thanks to Luffy's actions. Yet, that is only one way the level could move. The Skypieans and Shandians now fighting for a common cause rather than battling each other has likely kept the risk level high, despite the fact that Enel's forces are no longer there!
This should, of course, bring up another point; powerful individuals does not necessarily a powerful island make! For instance, somewhere fortified and vigilant like a Marine or local army stronghold will pose a greater level of risk than a location where A few strong fighters get drunk in a shack!

Somewhere like Orange Town which Buggy attacked would have a relatively low level now, because the islanders seemed pretty easily routed by an admittedly low level pirate, who has now left the area. In this example, it would probably be given a rating of around E, since it's mostly just perfectly ordinary civilians there.
Baratie D Class
The chefs of the Baratie are the Rowdy type, readily capable of fighting off the average Blues level pirate crew, and having a skilled fighter in the form of the retired pirate Zeff. However, as Don Krieg proved, a hardened pirate crew can get the better of them, so while a rookie might struggle here, an experienced bunch of fighters would have little problems.
Alabasta C Class
Alabasta, which has a number of skilled fighters in the form of Pell, Chaka and Kohza, as well as a large army and Marine connections, and could easily see off the threat of the average pirate crew. I'd rate Alabasta as a C Level island, because I'd say you'd need a few C Class fighters to really have a chance of fighting off the locals.
Saboady B Class
The meeting ground of the 'sharks' of Paradise, Saboady has the double threat of having both powerful crews of outlaws such as pirates and bounty hunters, as well as a close connection to the Marines through the nearby Marineford. While a sneaky individual could slip through, those who cause trouble are gonna face considerable opposition so if you start a fight here, be prepared to get a good one.
Zou A Class
This mobile land that even the right hand man of a Yonkou had trouble conquering definitely not for the faint of heart, picking a fight with the powerful Mink Tribe would be tantamount to suicide, and certainly one would need to be rather a big shot in the New World to even contemplate conquest here.
Marineford S Class
The former location of Marine HQ, this locale would be heavily guarded due to being the gateway to the holy land of Mariejois, with significant Marine presence. One would need to be at the zenith of potential to think of attacking this place, with significant forces of soldiers and powerful commanders to overcome in the hopes of victory.
Whole Cake Island SS Class
The stronghold of a Yonkou, filled to the brim with their most powerful fighters, any force that hoped to challenge this might would need both a lot of strength and allies in order to overcome this target with military might, and it may be a lot better idea to use stealth and subtlety when in this land.
