We have Pirates who can get big Beri awards and get a bounty. We have bounty hunters that get more payment for delivering criminals than the marines. And we have the marines that get many things sponsored and are a group altogether. And everything with that is ok.
And then we have the Revolutionarys. They are a group that has nothing really special about and only the fewest know how to play one (at least I think that).
Result: There arent even 10 revos on the forums.
What do we want?: Diversity and fun (I think thats what we want)
What should we do?: Give the Revolutionarys something that makes sense. I dont think that it would be fair for them to just get anything for free and just go on sailing as if they were pirates (just an example. I dont think we want that they get everything for free.) Thats because it has to matter to pick it. Otherwise it would be like you just picked a marine and plundered like a pirate: It makes no sense for you to do it.
Here are my ideas:
Drawback: The moment the World Government knows you are a revo it hates you in an instant (and no, that is no excuse for a ridiculously higher bounty. They just hate you and see you as an enemy)
Advantages: the Revolutionarys are an organised group of people that want to throw over the world government so they should get some things from the shop for a lower price or something else what helps them as a "support for other members of the revolutionarys".
Everything is said is merely what I think is true. If I am wrong please correct me so I know better.
Now to the comments.
