MARINE PAY
Today I wanted to talk about marine pay. Our current system as you probably know is to check in and get a small pay check month to month regardless of activity level. I wanted to write to you, and talk about an idea.
The current pay is horrible, but worse, it's unfair. People who check in but never make a thread are getting payed as much as active marines in their threads.
Bounty Hunters can collect huge bounties, Marines can't.
Pirates can loot other ships and collect massive sums through piracy.
Revolutionaries are free to collect money by bounties or by blending with pirates.
Marines on the other-hand collect trickle piddling compared, and the only 'real' money they make is based on specific missions that offer the same reward to anyone who takes them.
So I wanted to propose an idea called "Performance Pay Plan".

Performance Pay Plan
Marines collect pay based off of performance in a thread they are in, be it missions or plot, that give them pay, regardless of the pay given by a mission.
Let's say you took a mission that rewards 10,000 Beri.
When you reached grading you'd get the base reward of the mission. Then the graders would look at the quality of your posts, and rather or not your actions represented the world government well. The risks you faced, like how strong your enemies were, and issues you pay based off of that.
If you did poor, had almost no risks, and made a crappy thread, you'd get very little pay.
But if you performed admirably doing a great job against hard odds, you'd get a sum of money of equal reward to a decent bounty or a great treasure. Rewarding performance with pay and not forcing marines to go on freelance treasure hunts to make ends meet and advance in the world.
That would make money wise, pluses and minuses for being a marine.
-Marines are required to requisition their gear from the WG.
+Marines have Better Toys
-Marines can't collect bounties.
+Marines can collect more stable pay in a comparable amount.
-Marines have to follow orders.
+A marine's pay rate is more stable
In the end you would have a more secure source of money. Instead of bursts of large sums, you'd have a smaller, but consistent inflow based on threads and their quality.
Inactive people wouldn't get as much, while active people who worked hard would earn lots. Putting it on par with the other pay systems.
Now hearing my idea in whole, would you stand behind this kind of system?
The Rates at which rewards are granted and calculated would be decided by the staff and possibly put on a chart that graders could reference much like earning promotions. Bonuses such as hazard pay could be granted if a job turns sour when it shouldn't have and you perform above duty.
