Personality
Ragusa Dubrovnik is cold, calculating and serious to a fault. If one were to summarise his personality, both in how he presents himself to others and internally, it would be overly serious. Such seriousness is applied to almost every aspect of his life, to work, to training and to how he conducts himself in his relationships with others. It is not that he is antisocial, or even asocial, it is that he is merely overly and overtly logical. He refuses to allow his personal opinions on a matter to cloud his judgement and his actions.
This view extends most prominently to the way in which he conducts himself as a marine. Ragusa cares little for philosophical debates as to the meaning of justice, be it absolute or moral, all that matters to him is that the law is the law. Debates over the enforcement of such are best left to philosophers and admirals, Ragusa is a career NCO, and that means that he does his job as written and he applies himself to that job as best as he can.
Accordingly, he has little respect nor time for officers, particularly ensigns or captains. He is painfully aware of the tendency that junior officers have to lean heavily toward their own ideals of how the world should be. Ragusa views this as pure and utter folly, a waste of time at best, and borderline insubordination that endangers their troops at worst. To Ragusa, the latter is a crime of the highest order.
Ragusa has respect for one group above all others, the seamen who make up the core of the marine forces, the men and women that dedicate themselves to enforcement of the law. Actions by civilians or by officers that endanger these forces without valid reason are offensive beyond belief to the petty officer, and it is the closest that the man comes to a cold rage.
His aloofness and focus on logic as opposed to emotional reasoning does not mean that Ragusa is a robot, it merely means that he focuses on such means of reasoning in his decision making. He is perfectly capable of laughing, crying or other such moments of passionate emotion. He merely believes that he should best keep said emotions behind closed doors, viewing overt displays as a weakness that he cannot allow. Accordingly, to describe Ragusa as distant and unlikable would be very close to an understatement.
Finally, he is also borderline obsessive. Obsessed with perfection, be it in his role as a quartermaster and his absolute dedication to ensuring not a single piece of marine equipment is lost, or in his training. Ragusa subjects himself to ungodly conditions in hopes of building his physical resistance. This obsession isn't merely borderline-unhealthy, it is overtly unhealthy.
Such obsession with perfection can be witnessed most evidently through his dedication to his memory, staunch focus on constant mental exercise and a near-mantra like obsession with recalling what has occurred recently, and of important details have led to Ragusa having a near perfect memory. The trade-off, of course, is that he refuses to allow himself time to rest from such mental rigor and comes off as distracted or irritable in almost all of his social engagements.

Appearance
Ragusa looks like something straight out of a piece of propaganda, tall, sharp and handsome. His face is chiseled and his jaw line defined. His eyes fall somewhere between sea and moss green. His sandy-blonde hair is cut short and neat in an obviously military style. Were it not for the overly long cavalry mustache on his face with its neatly waxed ends and the fact that his right ear is gone and replaced by naught but a scar, he would almost resemble an overly pretty noble's son.
Ragusa has deeply bronzed skin covered in freckles across his entire body, the sun having already taken its toll on him despite his age. In addition to those freckles, he is also adorned in various scars and burn marks, most self inflected from his ridiculous training regime.
As to clothing, Ragusa is always in marine whites. Not a speck of dust or a button unloosened or out of place. He is near a picture perfect representation of the correct way to wear uniform.

Ragusa has consumed the Uma Uma no Mi, Model: Chalicothere and is a chalicothere human, with the power to transform into the beast and to a hybrid between man and beast. He also possesses the ancient power that comes from an ancient zoan type devil fruit, and as such has inherited the ancient power of his animal form. The power grants him greatly amplified strength and senses when in his devil fruit granted forms.
Inhuman Strength
Ragusa's strength is well beyond that of a normal human, partly through training, and partly through side effects of his own attempts to inflict pain upon his own body through excessive lifting.

Ragusa has dedicated himself to a training regime built around pain tolerance. As such he has the ability to withstand blows and damage that would incapacitate a normal person.

In his hybrid form, Ragusa charges forward in a rush resembling that of a rugby tackle. He takes advantages of both his humanoid figure and the expanded bulk of the chalicothere to put extra weight behind the charge. The technique is designed to knock an enemy to the ground so that they can be pinned for capture by an ally.
Background
The Dubrovnik family have served in the marine corps for generations, Ragusa's own father having been a master chief petty officer, ans hid grandmother a warrant officer. The assumption that the children of the clan would follow in the footsteps of the earlier generations and enlist was ever-present as the young lad grew up in Saint Reia. Ragusa was the oldest of five sons, all of whom were expected to train even from a young age, and to dedicate themselves to study with the assumption that they would serve their time in the marines once they reached the requisite age. Ragusa enlisted as a seaman recruit on his seventeenth birthday, a tradition that his two younger brothers have since followed. Unfortunately for the young petty officer, Ragusa is unsure what has happened to his two youngest brothers and parents since the fall of his homeland to the barbaric revolutionary army. A thought that continues to haunt the marine.
Upon entry into the corps, the years of physical training that his parents led him and his younger siblings to paid off quickly. Most notably, his attention to detail and memory found him quickly serving as apprentice to the quartermaster in his division. The young recruit excelled and quickly found himself posted to a patrol boat in the West Blue, far from home. In particular, Ragusa found himself serving on the marine base on Winchester Island.
Two years into his service, and one year into his rotation on Winchester Island, Ragusa found himself on the wrong side of a particularly ill-fated patrol. The marine forces were all but decimated by a pirate raid, Ragusa and two others being the only survivors. In such an encounter the young seaman apprentice lost his ear and his freedom. Ragusa was dragged to the other side of the island as a hostage, where he lingered as a labourer for two months before he and his compatriots finally saw their chance.
By pure luck the pirates happened upon a devil fruit, and by even greater luck it happened that the particular rookie captain who had gained the fruit as his bounty stored it far too close to the marine captives. In the dead of night the marines let loose with their long-concocted plan, and the three men escaped in the dead of night, their unofficial leader having escaped with more than just his freedom that night.
Rotation out of Winchester Island came far too late for the marine, but he gained more than just a devil fruit power out of his time there. Obsession became the true prize for young Dubrovnik, fear of capture again all but forced him into a personal training regime. One dedicated to near self-mutilation to build tolerance.
Fortunately, barring the one brush with danger, Ragusa has yet to see much else of excitement in his time in the corps. He has slowly risen in the non-commissioned ranks, his dedication and commitment to the marines overt and well-documented.
