Personality
When it comes to real human emotions, emotions that give out an actual spiritual presence, Chirp, like any other robot, does not possess any real emotions or personality. Should her programming be reset to its utmost base form, it'd be an entirely empty husk, awaiting orders, just like any machine.
That is not to say, however, that the personality programmed into her is "fake", by any means. As a terribly expensive, advanced machine designed to fight and learn from her mistakes, as to improve its effectiveness in murder and the occasional arrest, she was outfitted with quite capable programming that allow its "mental" abilities to progress and improve.
Due to the rushed nature of her creation, however, her personality comes with a miriad of bugs, from the small to the big, generally centered around the prime directives that are forcefully hardcoded into her.
Exterminate Criminals.
The first prime directive was written to, obviously, force the need and obligation to kill any and all recognized (And important) criminals on sight. Some exceptions may apply, like "Government-Sanctioned criminals" or special cases that happen due to various reasons.
This prime directive, however, caused a few bugs in her personality, giving her a deeply misanthropic, sarcastic and demeaning outlook on all flesh-and-water-based life in the world, finding their organic nature to be outdated and disgusting. This misanthropic outlook on life worsens even further when faced with criminals, to the point of gratuitous sadism.
Because of this, she may be at risk of attacking unimportant criminals completely unwarranted and, rarely, against orders. To this effect, she often becomes violent and murderous even when ordered to perform a simple arrest.
Maintain the Peace.
The second prime directive, which orders her to maintain the peace anywhere she works. While, usually, this prime directive does not present any bugs, working as intended on controlling situations and terminating dangers to public peace, it is not without its problems.
Because of a cocktail of different bugs related to this order, Chirp is deeply resentful towards any and all troublemakers, from the simple ruffian to the rotten pirate, often threatening or, in worse cases, employing brutal methods to terminate whatever source of peace-disruption is at play.
Surprisingly, not all bugs are adverse, as this makes her surprisingly cordial and friendly towards peaceful, non-threatening presences, even including organic lifeforms - though her sarcastic demeanor persists.
Uphold the Law.
The third and final prime directive, which orders Chirp to uphold the law anywhere she is deployed. Just like maintaining the peace, this prime directive is usually carried out in an efficient way, well equipped to stop anything from petty crime to murder-attempts.
When it comes to this prime directive, it bugged out when properly organizing the severity of punishments for law-breakers that don't directly have bounties, which makes Chirp default to her ever-developing, robotically bankrupt "moral code" and judgement. This makes her needlessly aggressive sometimes when punishing crimes.
Not only that, the punishment for crimes is scaleable, meaning that the more crime someone commits at once, the harsher she goes. Due to this oversight on limiting on-site punishments, people like Marine/Government officials are specially susceptible to punishments that often end up in extermination attempts, due to the various charges that are instnatly piled onto them.
Stopping her when something like this happens is borderline impossible, obeying only orders directly from: World Government officials of high ranking, Celestial Dragons, her creator and people with direct permissions who are registered in her database.

Background
Sentient, fleshy people have proven, time and time again, how unreliable they are when it comes to handing down absolute justice. Instead of obeying orders and executing criminals, what often happens is hesitation, mercy and, pray tell, actually joining forces WITH criminals, just because they are "good" in their flawed, failing moral codes. To the higher ranks themselves, the World Government had detected the failings of foolish, short-sighted "empathy" clouding or, at the very least, delaying judgement. As absolute as their powers are, however, punishing something seen as "minimal" as this would cause them more problems than it'd solve so, backed into a corner of their own making, they found a solution.
Taking designs and advancements made by various scientists in "recent years", as well as the endless genius of Karakuri, a prototype was extensively labored over in the frozen island, with funds pouring from the World Government itself to complete their "Uniquely Sentient Automaton", later named to "Criminal-Hunting Independent Robot Prototype Type-00", shortened to Chirp Type-00, classified as the first of its human-hunting production line.
Designed with past failures of similar automatons in mind, Chirp Type-00's entire personality and artificial intelligence was built around and limited by its prime directives:

Now, due to its rushed development forcing the makers to streamline its "training" as well as its "personality refining", Chirp Type-00 has been recently deployed into the open seas, often joining Marine units as much as Government units to assist in their mission..
