Name of Island: Enko no Saisho (Arc of Beginning)
Size of Island: Half the size of Dawn Island (Goa Kindgom). However it is insular in shape, meaning that it is much more compact. The combined size of the two towns is slightly more than half of Lougetown.
Location: Peace Route, not far from Reverse Mountain, very close to the Calm Belt
Flora and Fauna: Due to its tropical nature, Saisho is covered in dense vegetation and intricately ornate wildlife. Fruit is abundant inside the jungle itself, but scares in the ruins on top of the single mountain. It has been said however, that because there are so many types of flora, that competition for sunlight amongst the heavy-branched trees has lead to some plants becoming mobile, and worse some have become predators. This mixture of plant and animal was the direct cause of the security measures provided by the citizens of both towns, and only occasionally make their way into the open. If you see a plant open up a pick too quickly, you are encouraged to run before you ask questions.
Inhabitants: The people of Saisho are not all that different than any other, even considering the two very different cultures involved between the two cities. While those of Enkai are certainly laid back and based mostly on agriculture, those of Minato are more cosmopolitan and diverse in their interests. Being at the start of the Grand Line, the civilians are also not too powerful on average, though they do fear pirates about as much as the many other small towns in the ocean.

Town(s)/Village(s)/City or Cities: Enko no Saisho consists of two cities, one on either side of the island. The first is named Enkai, which is set on the water within the cove on the west side of the island. The second and much larger Minato is on the east side of the island, after slopping down the mountain in the center mass of the place. Between the two is a large forest and a sizable mountain. Resting atop that spire are some old ruins from another time, but little is known about them, as it is generally avoided if at all possible. More in depth descriptions can be found below.

Enkai is a “pier-town” set just outside a large cove on the west side of the island. The island itself starts at a ridge behind the mass of wooden docks, followed by a mismatching of houses within the coves threshold, and finally a funnel of the city that leads to a large set of stairs that leads to a wooden gate, usually left open. The city itself is bustling enough, full of vendors and fishermen, a few hang outs and restaurants to boot. It consists of a few stories, with many of the houses laid on top of one another. Small bridges link sets of houses together and also allow for movement between the two sides of the city. While a few waterways work through the town, there is one, much wider path that goes down the middle of the city, under a few overhanging bridges. The final feature of note are a few larger, circular platforms that intrude amongst the winding piers and floating boats, these platforms can serve as gardens, playgrounds, or the occasional battleground. Once you reach the backstairs and the city limit however, the dense jungle looms all around, and the serenity of the pleasant piers fade awe quickly in the awe of the deep green.


Minato
Compared to its brother-city, Minato might be a modern marvel. The entirety of the city’s base is made of white stone, sunbathed in the heat of the region, and white-washed from years of heavy tide. Atop these white stone buildings all many shapes and sizes have been constructed. From the mountain to the west of the village a large platform has been built to act as an overhanging viewpoint and a step between the depression beneath. A series of stairs lead down to the streets below, where surrounding you are the tallest and most ornate buildings. As the streets weave through overhanging buildings and shops, there are neighborhoods built around fountains. In the center of town is a fountain much larger than the others, which serves as a meeting place for many. Floating above the tourist town are balloons advertising this and that, and as you approach the water at the east side of city, the buildings get tighter and tighter together until the seawall opens up to a simple walkway leading to the main dock, a good ways off into the ocean. Minato’s place as a town of entertainment and trade has made it very wealth, and the heavy presence of the Navy has made it very safe, even for East Blue standards. Surely in such a quaint, sparkling clean and friendly place as this nothing could go wrong.

Missions:
Mission #: Pirates Arrive
Description: Having just arrived on the island in Enkai, the crew must disband and resupply. There are a few other pirates in the area, it may be best to law on the low side. This may also serve as a means to set up any story you may have planed.
Mission #: Sea Kings Challenge
Description: Before you ever hope to leave the island, you must either wait until the local Sea King, Oomizu (Flood) leaves to go hunt, which is usually only once a month, or try and fight your way out.
Mission #: Ruination (Search the Ruins)
Description: The ruins in the middle of the island are not necessarily off-limits. But, if you are willing to brave the dangerous depths of Saisho’s jungle, then perhaps the trip to the top of the mountain may be worth it.
Island History: Saisho was once an uninhabited island meagerly floating the waters of the Grand Line, not too far from Reverse Mountain. But, in years past the once overgrown jungle was founded by a group of rebels having left one of the more established kingdoms in the sea. But when they arrived and explored the landmass, they inevitably discovered the ruins at the top of the center mountain. The stone structure were old even to these new explorers, meaning they could have only have been crafted long ago by forces unknown. Unbeknownst to the men at the time, the ruins were from a long lost time, and contained many secrets they were unwilling to explore. So, avoiding the place religiously the settlers began to construct their new home, the village now called Enkai. But they would quickly find out just how dangerous the island actual was, as the creatures lurking outside the village soon came to test their mettle. After only a few weeks they realized that they would be in trouble if they did not request help. Because of their strange status of runaways from one of the major kingdoms at the time, they situation was desperate at best. That is when a single man, whose name has been lost to time, or is simply not spoken of anymore, came to the forefront with a plan. Calling for assistance from a rival kingdom to the one his people fled, our new hero managed to enlist a small expeditionary force to both scour the island and protect the people. It took a month’s time for them to arrive, and in the interloping time the citizens of Enkai lost more of their people. Though when the time did come, the warriors came in the utmost aid of our people, and it was with their help that the people of Enkai were able to spread across the island, eliminating the many strange creatures that inhabited it, staining the jungle in blood.
But when they came out on the other side of the island, after spanning the vast exchange of jungle, the denizens were amazed at what they saw. A port city made of white stone, sitting as if it had been awaiting them. Upon further inspection, the city had all the amenities needed to flourish, and was safe to boot. Human nature would get in the way however, as the soldiers, lead by their commander Minato, demanded that they receive the right to settle first. This was unexpected to the locals, who had expected the relationship to last only a short amount of time. However the political wit of the ruler they had abandoned had caught up to them, and he had convinced this rival kingdom that they may do with the people what they wish. The once-believed-benevolent kingdom had taken the opportunity to gain a colony and secure a future favor from a princely rival. The soldiers had been instructed to take whatever land on the island they wished, and Minato had been sent to make the process as painless as possible. It was here that the tension began to boil as more and more came to colonize the port city, now called Minato, while the once proud people of Enkai were treated as second class citizen’s, left to slaughter. And yet, that hero would arise once more, his name long since gone; perhaps hidden out of fear of repercussion, and would lead the construction of the small port city into a sizeable homestead. Again sending correspondence to his former country, he convinced a large group to join them in their new home, and before the years end a small armada of boats had arrived to built and colonize the town.
Near the end of that generation, with both the cities leaders on their deathbeds, and tensions between the two over territory and resources, violence broke out, leading to arm conflict that lasted a full month. It was not until the daughter of Minato and the unnamed leader’s son came together and confessed their love did the violence end. That is a story for another time however, as the truce was made shortly after both took over, linking both cities into one nation, one island…the island of Saisho, Beginning.
