Personality
Above all, Fenrir values his family. When he was growing up, he didn't have a family apart from the other orphans he grew up with. They helped him to get through all the hardest parts of his life, and he helped by leading them and directing their efforts. No matter what, Fenrir will stand by those closest to him, defending them no matter what. Of course, if it's a matter of one friend against another, Fenrir's own personal principles will guide his hand. Loyalty is a very important trait to Fenrir, and he will expect as much of it as he gives to those close to him. Due to him not trusting many people first, this has resulted in him having very few friends since his childhood.
Apart from his family, Fenrir prefers to take nothing seriously, ensuring that every moment is spent with a smile on his face if possible. He looks at the humorous side of every situation, no matter how dark, showcasing how little he seems to care about anything. This is partially due to his humorous nature, and partially due to a deep-seeded insecurity he has. He believes that allowing something to emotionally effect him makes him weak, which conflicts with his idea that not having emotions makes him a monster. While very few things can cause issues with this, something like the death of a member of his Nakama or family would.
Fenrir also has a darker side, which delves into the more sadistic and cruel facets of his personality. Fenrir doesn't like to think about it, but he truly enjoys bringing pain and suffering to others, and enjoys to end their lives twice as much. While this part of his personality is usually buried under the humorous facade of the pirate, when it shows it really shows itself. Fenrir becomes a man possessed, killing any who stand in his way or try to reason with him. Fenrir's truest fear is that this may happen while he is fighting alongside his Nakama, which is why he tries so hard to cover it, lest he do what he could never forgive himself for.

Appearance
Fenrir is a fairly rough looking fellow. Traveling from island to island, he wears a dirty set of leather garments, weather worn from black to a dark gray over many years. His black hair is allowed to hang messily down to his shoulder blades at all times, and his face is shaven roughly once a week, although on long voyages he has been known to let it grow out. This large amount of black on his head contrasts sharply with his pale skin, which is also contrasted by his rose-red eyes, gifted to him by the devil-fruit he ate as a younger man.

Inhuman Swiftness - A lot of Fenrir's childhood involved running away and fast fingers, so Fenrir got very good at being quick in every way he possibly could. This has helped him out of more than one sticky situation, and is one of his more helpful traits.
Inhuman Toughness - Fenrir's toughness come's from a history of fights with other children, one's that ranged from black eyes to broken ribs, and a history of coming out on top in those fights. This has both been a result of and helped to improve Fenrir's physical and mental durability, giving him the ability to push himself past the limits of most people in regards to pain and fatigue.

Description: Firing rose petals out of one extended hand, Fenrir sends them through the air to slice his opponents, launching them as if they were shuriken. This allows him to send sharpened petals at any enemy within 5 meters, as well as being able to bring the rose petals back to his other hand, if it is free and he wishes to do so. The exact details of the petals flight will have to be detailed when the attack is used. This technique moves fast and is able to turn mid-flight making it possible to get past the opponents defenses, but the petals are not yet strong enough to break through any defenses, making it easy to defend against if you're fast enough.

Background
Fenrir did not have an easy childhood, to say the least. Living on a disgusting crime-ridden island, only held by the World-Government in name and taxes, he had an oddly optimistic view of life. His mother died during child-birth, which caused his father to spiral down a hole of depression and alcoholism. This ended with a five-year old who knew how to take care of himself and his 30 something year old father who spent all his time unconscious and home or drunk and out of the house. By the time Fenrir turned 8, he was able to take care of himself, and didn't see much reason to care when his father killed himself, simply stealing what he needed and not answering the door.
And so, after 2 more years of taking care of himself, this time without a passed out roommate, Fenrir was caught stealing, and decided he needed to disappear from his house and into some other part of the city, one where they wouldn't care enough to find him. So, after packing up everything he owned and wanted, as well as a few belongings to remember his father by, Fenrir disappeared.
After abandoning his home, Fenrir began meeting other orphans on the streets. Apparently, it was quite the issue, which he had never really noticed before. With some effort, he formed a small band of orphans, a small family, if you will. These orphans worked together, 5 aged from 7 to 12, feeding each other and defending against any threat. They cared for nothing but each other and stole or fought anyone they had to in order to keep each other alive.
After a couple years of stealing as much meat, vegetables, and most importantly, fruit, as they could, the kids came across something suspicious. An odd rose shaped fruit, or at least that's what they thought it was. It was hard to tell, so Fenrir decided he would take the first bite to see if it killed him or not. While it was the most disgusting thing he had ever eaten, it didn't kill him, and the other kids decided his gagging was enough reason not to eat the rest of it. Within seconds of the gagging, he began shedding rose petals from his body, leaving a trail of them where he walked. After leading him home, the orphans began talking about what they would do next.
Soon enough, this became trouble for them. Apparently, they had stolen the fruit from the wrong people, and had managed to get the attention of the World Government. A small squad was dispatched to deal with the children, and they were all detained except for Fenrir, who escaped by spraying petals in one guards face then crawling through a small hole in the wall. No one can get around a city as well as the orphans who inhabit it, and so it was a trivial matter for Fenrir to evade them from there.
With his family arrested, Fenrir decided it was time to really jump ship, or rather, board ship. He snuck away on a random cargo ship, finding himself on another island somewhere in the East Blue. Here, he continued living without a family, looking out for himself, shipping off to a new island every time he got into too much trouble, keeping his identity hidden so as not to build up a bounty. While he never learned to really use his devil-fruit abilities, he did manage to learn what they were and how to do minor tricks based on card tricks he had learned.
Eventually, he found that he could make a legal living turning in bounties, and decided to live as a bounty hunter, turning in a large enough number of small-fry bounties to sustain himself and his wanderlust. This has allowed him to keep alive and away from any unsavory characters he might upset with his activities. Even though he maintains the outward persona of a lone wolf with no cares, he does truly miss his family, and wishes for nothing more than to have a family once again. Unfortunately, this doesn't usually happen for loner bounty hunters.
